Strategic Resilience Assessment (STRESS) report on Sichuan Province, China, aims to understand the dynamic context of peri-urbanization, with particular focus on migrants and Micro and Small Businesses (MSBs) and their interdependency.

Key Findings and Recommendations
MSBs and rural migrants are growing rapidly as a result of urbanization and are essential for Sichuan’s economy. However, their high interdependency and informal status make them increasingly susceptible to natural disasters.

  • Rural migrants are often subjected to low-wage employment and excluded from urban service provision. Local governments need to set the regulatory instruments and coordinated institutional frameworks that offer public urban service provision and disaster relief for rural migrants while engaging with the private sector to tailor skills training for migrants that meet the economy’s needs.
  • MSBs lack legal protection and business support functions due to their informal status. NGOs and other actors need to work with business development service providers to integrate business continuity planning for MSBs. Interventions should include working with MSBs to build greater demand for insurance products, and financial service providers to ensure insurance products meet small business needs.
