Semarang must be prepared to face continuous changes and challenges. The city is in a state of constant transformation. With the threat of sea level rise, we face flood risk. Rapid physical transformation poses many challenges, but we have others as well, including rapid urbanization and sprawl, and complex regional pressures.

Semarang must continue working to become adaptive, ensure adequate security, effective mobility and high capacity to the inhabitants and stakeholders; and build capacity in the government, community and institutions to increase empowerment and productivity. The launch of this strategy is not the end but rather the beginning of the city in becoming more resilient.
