Mercy Corps Indonesia considers that an adequate adaptation strategy and implementation can only be developed with a solid understanding of the vulnerability profile and potential risk imposed to specific areas and/or sectors. There are a number of proven applied methodologies in Indonesia, each with specific characteristic with regards to methodological approaches (scientific or perceived analysis, current or future projection, single or multi-hazard analysis, etc.), scale of analysis, and objectives. This diversity will enrich the body of knowledge on climate vulnerability and risk analysis in Indonesia, yet there needs to be a generic framework serving as ‘common guidance’ to assist practitioners decide which methodology best suits their analysis context, and the minimum process required to develop a new methodology. This generic framework is based on the results of a benchmarking analysis using a proven applied methodology, recent development of a global framework and the policy context in Indonesia.
