Poorly planned urban development in the lower reaches of the Ha Thanh River in Vietnam’s Binh Dinh province increased the severity of the impact of severe flooding in November 2009 that killed 7 people and resulted in over $22 million in damage in Quy Nohn city alone, according to a report conducted under the auspices of ACCCRN.
